CONGMAN is going to develop an intelligent transport system for effective traffic flow management in bottlenecks. The main attention will be paid to the issue of “zipping” and to ways to manage traffic flow, so that the road capacity is used in its maximum; and undesirable behaviour of some drivers who unconsciously contribute to queues occurrence at narrow sites (either at the sites of road accidents or at roadwork sites) is prevented.
The dynamic zip management system will inform the drivers if they should remain in the ending lane or whether they should proceed to merge fluently without reducing the speed and interfering with drivers in the continuous lane. The system will depend on real-time traffic flow monitoring and on speed and flow rate data interpretation. One radar is placed at the merging spot where it measures flow rate and vehicle speed. The other sensor, collecting flow rate and vehicle speed data as well, is located at the display unit 1000 m ahead of the merging point. These inputs are interpreted at least every 30 seconds and they become so-called triggering factor for different signs no more than once in every 5 minutes. The system responds to minimal speed which will be set to 50 km/h from the beginning. LED boards arrows positioned in two sections, will be operated based on this interpretation. They will display advising signs about the ideal merging spots. Communication between them is caused through the wireless connection. IP cameras and weather station provide more additional information about conditions on the roads, like fog or snowfall.
System includes: trailer with up to 10 m high pneumatic telescopic pole, variable message LED board, a surveillance camera, weather station, radar traffic detector (Wavetronix SmartSensor HD), sonometer – SVAN 945, 945A.

The system is able, under optimal conditions, to control the traffic flow without formation of queues longer than 1 km up to 2000 v/h, provided that drivers keep the capacity of both lanes up to the closure point. CONGMAN is controlled in remote way and could work in automatic or manual mode.
